What you said is the norm from my experience as well. I haven't been to many anime cons (just a few, plus the annual japan fall festival) but I AM an anime fan and there is a ton of fanartists for anime who profit from it with no trouble at all (aside from that ONE fandom where the mangaka is all anal, that I mentioned above).
And if you're a fan of anime then you're no stranger to things called doujinshi (fan comics). Some artists make their living off these.
Agreed about the taxes. There's a good chance she doesn't file this extra income.
