Since there seems to be a crazy inexplicable lack of such a thing, I've created artcommissions -- a general art commission promotion/discussion community. In addition to being a place for artists to advertise their commission openings, is also a good place to post if you're seeking custom artwork for yourself as well as a place for artists and buyers to discuss the business of doing custom artwork.
