well anime tends to be different, since most manga artists and such start off profiting and learning from derivative works. From what I've seen, selling fan-comics and fanart at Japanese conventions is the norm.
To actually get her back, just get in touch with the IRS or whatever organization is responsible for collecting taxes in her area. A person like this, pretty much guaranteed, is not filing taxes for this and an audit would serve her right.
