"Artists Beware"

I admit in cases like that, I eventually start to assume the artist is being untruthful and the work isn't done and they're stalling, especially if there's not been hide nor hair of the commission. I don't understand the use of "it's done I just need to upload" as an excuse, though, because it makes no sense on a lot of levels unless the artist is suddenly having internet speed problems or can only access the Internet via a handheld device.

(Which I guess is possible! But feels so oddly specific as to be unlikely.)
